Once a system can monitor performance or behaviour, the works council has a co-determination right under BetrVG section 87(1) no. 6. Time tracking, reports and dashboards can do that. Works Council Mode answers the question inside the tool itself, not only in a policy document: switched on, reports show aggregate figures instead of one row per person.
What gets aggregated
The Team Planner's Workload tab, the workspace time and billing report, the per-board time report and dashboards stop showing a name, a user ID or individual hours to anyone but the person themselves once Works Council Mode is on. A configurable minimum group size (default: 5) additionally hides any total built from fewer people, so a narrow filter cannot become a back door to one person's hours.
What it is not
Works Council Mode does not stop performance data from being collected. It decides who can see whom. A member always sees their own figures, on or off. The setting applies to the whole workspace, not to individual people, and turning it on is logged, not hidden: every change writes an entry to the security audit log. A plan downgrade does not silently turn enforcement off either. The plan decides who may arm the setting, not whether one already armed still applies.
The API too
The v1 API follows the same rule. Reporting routes on time entries stop returning names or user IDs once Works Council Mode is on, except for the caller's own. A token with read access to time can no longer reconstruct the per-person hours ledger the interface already refuses to show.

FAQ
Does Works Council Mode replace a works agreement?
No. The works agreement (Betriebsvereinbarung) stays between the works council and the employer, Zuuna does not negotiate it. Works Council Mode is the technical side: it makes an agreed limit hold in the system too.
Who sees the aggregate figures?
Anyone who could already open the report sees totals instead of individual rows. Totals built from fewer people than the configured minimum group size (default: 5) are hidden as well.
Can a member still see their own figures?
Yes, always. The mode only hides other people's figures, never your own.
